I don't think an F-16 has ever touched down on the flight deck of an aircraft carrier.  You Fluct up on that one.

They did not find a way to test engines. They are chained down to a anchor rings on the ramp run up area and runup to full after burner. When I was a crew chief on C-141A's (1964-1968) when we went to the blast fence we could chain the plane to  anchor rings for full power runs. It is a normal procedure. This procedure has been used for many years on the flight line.
