Scottsdale Mayor Lisa Borowsky joined Arizona Horizon to discuss two new state laws that limit the city’s ability to regulate short-term rentals and multifamily housing. The laws, known as “preemption” laws, strip local governments of zoning control, allowing casitas on single-family properties and converting commercial spaces into apartments without city approval. Mayor Borowsky shared concerns about how these changes could impact Scottsdale’s neighborhoods and property values.
